That's not 100% true, it depends on the political climate, some alliances will ask members to be on max mmr city build wise as a precaution, but due to the maintenance cost of units ask members to only buy a certain amount of units. or. Let's say you going from a 5/5/5/3 military build to a 0/2/5/0, you can do @(City No X mmr X 250) for the tanks. I know this something small but it would be a quality of life thing.
