A member has no real permissions, they're just in the alliance.

An officer can make applicants members, post alliance announcements, and depending on settings use the bank.

An heir can do everything an officer can do, make themselves a leader, and also make people heirs.

A leader has all permissions except removing other leaders.

When I was a leader I remove the other leader.

How long ago was this?

Leaders can demote other leaders, so that's probably what happened.
