Alliances can spy on alliances

Probably a terrible idea but how about alliances can spy on alliances and see alliance banks and shit 

The amount of spies in an alliance/people in the alliance would be used to calculate spy value. 

They can spy on other alliances to see banks and total alliance spies or smth.

What are the proposed repercussions if the spy op fails? How much does each safety tier cost? Is there an espionage range? Is it based on score or rank?

 

Just a handful of questions that would need to be considered and answered for this to be remotely viable.

Back in the day, if you want to know what is in grumpy's bank you could have just asked me, i would tell ya.  Now i would have to get approval from pres before giving that info out.

Some members would lose their spies, alliance may lose some cash..but it would def be a diplomatic loss because an alliance spying on another alliance and being caught is effectively an act of war.
