So even if they are out of regular war range the buff can allow you to attack them. This should be a very minor buff but I think it would be realistic and I think it makes sense. It doesn't really add anything, and every alliance having to modify their raid bots is just unnecessary trouble in my opinion. I recognise that this isn't a particularly realistic game, but it has always struck me as a particularly easy change to make it slightly more so that could be introduced.
