You can only surrender 3 times, once every 12 turns. The person surrendering forfeits some of their war chest like losing a war but only gets 6 turns of beige. Players should have the option to shorten the time they are blockaded if they have no means of fighting back. There is really no point in blockading someone for five days other than to stop that player from enjoying the game.
