How to Address Downdeclaring

1) Make approval an important mechanic.  Approval rating = chance of not having a civil war everyday where you lose half your military and must defeat the rebel forces before being allowed to declare war anywhere else.

 

2) When you downdeclare, the percent difference between your nations is subtracted from approval due to the dishonorable action.  If I'm 1000 and you're 800, my declaration of war would cost me 20% in approval rating.
