Ground Burst Destroys a lot of infrastructure and two improvements. Edit: High Altitude should also not increase the global/regional radiation level. Some are designed as ground (mountain) perpetrators though. I always assumed these were city killers. Anyway, HEMP effects are widely debated. I am certainn that whatever movie you have watch overstated their effects but I doubt they are near zero as some say. As far as wiping out a city's entire commerce - ehhhh, no.
