This is already like real-life. The US doesn't pay its soldiers based on how many military activities the country is involved in. It's by what units are doing what and that's how upkeep is calculated already. Tell your alliance leaders if you want peace, don't try to introduce long-term unbalance to the game to do it.

I agree with you. The game is working. Artificially intervening to assist one side (which is effectively be what this does) could change the power structure that's been worked for so long to develop. Do all the CoB alliances get a forcible timeout from war when attacked in the future when they're losing? Probably not, right? Because you'd be appalled at Alex changing things in the game functions to effectively grant a huge advantage to whichever CoB alliance desired it.
