In case of alliance, definitely Empire, as it takes to long takes too much time to elect a leader. For a nation, the best option would always be a benevolent Emperor, with a back-up plan in place just in case of assassination.

do you mean real life situation or simply idealistic case? Definitely Empire, bcos democracy is a slow progress, self-digesting, sucidical government to delay to make things happened...but definitely not a totalitarian government.

Having an emperor as the helm of your turf is a lot more awesome than having mere presidents, even if said emperor never left his shitty golden throne
