But from what I understand not everyone was on the same page, and it couldn't get pushed through. So it's definitely not something you can discount, and remains a plausible possibility. Again, it was discussed, there were those of us who still wanted to go for it (Myself), but people like Pre, Pub and Cody (The people who matter) decided it was too harsh. Historically on Earth we can see this in the period from the Great War to WWII. It doesn't exactly make the losers look at the victors with respect. It makes them search for somebody to blame.
