Biohazard Preventative Measures (Project) and Nation Preview Button (On The Edit Screen)

Basically my idea would be a project that would reduce the timer of the effects nuclear attacks have on cities by half. 

Other idea is to have a preview button on the nation page edit screen, next to the save changes button so you can view the changes before you save the changes. This is something that is currently implemented with forum posting that I feel would be a nice small QOL addition to the game.

Considering how bad the radiation is and how bad it will continue to be as global wars roar on, this should be a top priority to help mitigate how bad the radiation is.

Dont nerf the nukes!  Its the best defense a losing nation has to slow down their attackers.  When your nation gets covered in nukes your daily income can actually take a significantly larger hit than your opponents whose infra is being wiped out conventionally.  I was really surprised how much higher my income was during a losing war, than during a winning war, due to the nuke fallout.
