maybe you could expand the soldiers section to include a special forces  section it  would cost more to buy and operate but they could attack improvements ahead of a ground attack and your own special forces would defend the improvements thats how modern warfare is conducted in real life

It will be a good addition,
But i think it will be better if special forces are added as different unit, which require a new improvement(like SP Academy) to recruit them. Also there numbers should be limited to 300 per improvement or something like that.

Kind of thinking that is what spies do.....attack improvements prior to ground attacks and what not. If we wanted to go down this road with special forces.....my recomendation would be to limit their amount to a % of what your maximum current on hand soldier count is.......say 10%. Give them something like 150% offensive and defensive capabilities of regular troops. Have the option of using them as an independent group or use them with your attacking ground forces at the same time say like an extra 20% to attack and defense or something like that.
