Question about market bots

I know the rules specify that we are not allowed to perform trades using bots, but are we allowed to keep track of the global market using them? i.e. get market history.

 

If so, is there a recommended amount of times we can ping the server? Once an hour? Once a minute?

What I want to do is get a list of the top sellers and buyers for a resource, not just the top one. It seems the API is not able to do this. Is there a place to put in api requests, and can I try grabbing the information from the trade page directly for that?

If you write up a detailed request for what information exactly you want from an API request, I can throw together an API page relatively quickly.
