Shouldn't improvements disappear when you drop below a certain infra #?

Maybe they do - but I wouldn't know since I'm a new player.

 

What is the penalty for not repairing your infra anyway?  Negative income?

 

There has to be some kind of additional balance to combat players dropping down in score, retaining city counts and raiding the lower tiers with overwhelming military.
