  1. The nuclear program was finally completed. 50 nuclear-tipped missiles were produced as a result. More would be produced, but only a small number, as nuclear weapons would exist as a last resort only. Two submarines were fitted with nuclear capabilities. A brief and conciliatory notice was put out, informing readers of the USNE's possession of WMDs as a last resort only. The notice neglected to mention capabilities, but assured readers that they were in compliance with UN regulations.

Over the course of the next year, the USNE would seek to increase its local power projection capabilities, by undertaking the following actions: The expansion of the USNE Air force to have at least 1000 combat aircraft, excluding helicopters. Estimated cost of $30 billion. The expansion of the navy to include 11 submarines (including 4 nuclear-armed ones), 8 destroyers, 7 frigates, 3 cruisers and 2 aircraft carriers. Estimated cost of $18 billion. The launch of 15 reconnaissance satellites to track potential enemy movements and missile launches. Estimated cost of $2 billion.
  3. In response to widespread unrest resulting from the power vacuum in Europe, an agreement was made with a number of Baltic nations that the USNE would defend them from invaders, in exchange for a share of GDP ranging from 2 to 10%. Army and navy bases have been set up in the nations.
  4. The following advances were made: The factor of difference between quantum and classical computers in decryption was raised to 100 million. For the first time, a quantum computer was able to simulate chemical and physical reactions, as well as intermolecular forces, to a greater degree of speed and detail than a classical computer. A quantum computer modelled a number of important neurotransmitters at the subatomic level, including their interactions with receptors. The main article of this pact is the defence of any member who is attacked or has an offensive war initiated against it. With this pact, the Arctic and North Atlantic now have the beginnings of a united front, one which will surely and hopefully grow in time.

  13. After a referendum on whether Iceland should join the USNE, the results came in. They were as expected, with 75% choosing to unite with their close 'brothers'. Svalbard's referendum result was even more foregone, with 98% choosing to join. The two new members will enjoy an economic revival, as they receive the full benefits of statehood. Svalbard's famed seed vault especially is sure to make it an important site for industrial research.

Research has found that precise electrical stimulation of parts of the brain can somewhat alleviate depression in some patients. A similar method can also reduce anxiety and enhance competence in fast-paced, rapidly changing environments, at least for the next hour or so. When playing hyperrealistic VR first-person shooters, teams which received the stimulation defeated the placebo-affected team 73% of the time.

This means that the total death toll is higher than the upper respectable estimates of the body counts of Hitler, Stalin, Leopold and Mao combined. That's 4.8 billion kilograms of human flesh, now stripped of life. The decision to use biological weapons against the Philippines was authorised by the highest level of government: the Witch Council. This means that the Witch Council is directly responsible for the worst genocide in human history. In order to ensure that laws are followed, some form of punishment should exist, for two reasons. First, as an example to any would-be criminals. Second, to keep dangerous individuals away from people they may harm. Are you aware of the message we would be sending, by allowing the most blood-drenched people in all of history to go free without any consequences? How many other leaders would we empower? How many more deaths would result? If you truly care about global stability, you will put the Witch Council on trial for their crimes. Of course, there is the issue of pragmatism. Maybe we should focus on achievable goals, such as economic growth. But even then, ruthless pragmatism works in our favour. If we fail to show a moral backbone, we will be treated with eternal contempt by our citizens, and rightly so. You should consider yourself lucky that we are meeting as equals at this table, rather than as enemies on the battlefield. You are here by our goodwill, so ACT LIKE IT!" For the entire speech, Nielsen kept her withering gaze on Esdeath, pausing only to blink. In the quickly-spoken final three words of the speech, each syllable was punctuated by a loud punch to the desk.
