You are correct. You just have to run a loop for every account.

We've tested this, there's no bug or correlation here.

The war range is -25%/+75%.
Most likely they were close to your range but didn't have a lot of military, and then declared war on you, and so their score went up.

Actually, this was a legitimate bug, I had a typo in the code. It was supposed to work like this already.

Take a look at your revenue log. https://politicsandwar.com/nation/revenue/log/You've been producing varying amounts of steel over the last few turns, which suggests you haven't always had the coal/iron on hand (for every turn) or a city was unpowered at some point, etc. The game appears to be working correctly, though, and there does not seem to be a bug.

It appears to have just been a bug with airstrikes, not one where rebuilding ships re-establishes a blockade.

These three posts sum it up right here.
They put your opponent in beige, but do not end your war (or any wars).
The city is hit with 400 pollution that decays over the next 11 days.
They destroy 2 improvements (or less, if you didn't have 2 improvements).
Damage is random between 1,000 and (2000 or Population Density * 13.5, whatever is higher), with a limit of up to 80% of the city's total infrastructure.
They can destroy power plants (in contrast to missiles or GAs).
