Nuclear plants provide energy. But they should produce nuclear waste, too, to make wind power plants an actual option for high-city count nations. The produced waste can be reduced by certain improvements like repositories, recycling center or sold on the market.

If the waste is supposed to be a negative thing, why would you be able to sell it on the market and what would the incentive be for anyone to buy it?

Good point. It could be used for nukes which isn't realistic. And if it's just wast it'll be stored in alliance banks and the wast is no more.

it could be sold for negitive amounts of money, pay people to take your waste

There's still really no incentive to receive something that would be harmful to your nation, even if you're getting paid to do so. That would probably just lead to people whose only form of income is receiving waste because they got to a point where the waste nuked their income lol.
