They increase the "National Tax Revenue" yes. They however don't affect the "Weighted Average Income" or the "National Tax Rate". Those two modifiers are purely cosmetic (and inversely affect eachother as Jaden said). For a nation of your size however, I would recommend other sources of revenue. Mainly raw resource production [but not food!] and raiding should be considered.
