The Supreme Soviet has issued that the Soviet Union will retaliate against these unwarranted attacks and these terrorists will be brought to justice."

With the attacks, the Soviet Armed Forces have moved into new areas to secure the area, marked here:

to protect the immediate area that was attacked, an immediate response was needed, and 2,000 infantry, 30 tanks and 40 jets were launched to secure the area and subdue any terrorists in the area. Within hours, the area was secured and the terrorists ran from the area, losing over half of their original numbers. This is believed to reignite the Civil War, but will be portrayed in the media as counter terrorists operations and any attacks as terrorists.

Sabotage! Nuclear Disaster

The Soviet Armed Forces, Red Army were seen evacuating a town nearby a Nuclear Power Plant as the plant went under meltdown after the town was hit by Anti-Communist terrorists. As much as the Soviet Union's Foreign Relations Committee tried to cover up the destruction, every major nation has, or will, already received reports of a Nuclear Explosion in Eastern Europe, and images of the fireball circulating internationally via the Internet. Video that was uploaded minutes before the explosion show men and women wearing the Russian Federation standard military gear with the leader of the faction stating it will continue on with their attacks, even if it means killing civilians in the process. Soviet Officials believe this is retaliation for the capture of the previous Russian Federation remaining Generals and President and the swift punishment of the People's Justice, which sentenced them with a Capital Punishment, death via Lethal Injection.

 

The Red Army has also increased its presence in the area, locking down neighboring towns, and closing the Eastern Border, forbidding entry. The Soviet Telegraphy Agency has also locked down connections within the Soviet Union, taking away citizens  in the area access to the Internet away and placed a ban of sharing images, videos or posts containing the attack outside the affected area. 

 

Soviet Nuclear Engineers are active within Ground Zero to stop further meltdown of the facility and hope to contain the incident, and hope to stop further Radioactive materials from being released.

Message to the Union of Durator

Even without the message of the Soviet Union, Durotar is ready to dispatch further personnel to decrease amount of the causalities. The Red Crescent Medical detachment would be sent to help maintain the situation. Parts of the other two armies sent to the Soviet Union which were not acting in the Caucasus front are sent with the Red Crescent detachment for the nuclear crisis. The rest of the forces are sent to more important frontiers. 

The Union calls for a change of overall plans for the civil war. Representatives suggest a suppression campaign on the white army, on a smaller but more deadly level as it was done during The Great Patriotic War. A constant barrage of artillery, especially focused on rocket artillery as a majority of the white army consists infantry, and their armoured units are used on rare occasions from present experiences. For such a large scale change of plan, it would take some time to prepare and change up production to manage constant resupply of ammunition. It is proposed that some outdated motorized and mechanized vehicles could be re-designed into Katyushas or used to drive ammunition to the front for the artillery most importantly. The suppression campaign would also have attacks on locations that would be considered a must to hold for the white army, which would be made into meat-grinders for whites. The Representatives say that it if the campaign goes through, both morale and numbers would be diminished from the enemy side. It would easy up other fronts as they would have to pull out troops to maintain the main lines. They could make a different proposal or changes to their plans if they desired so. It is just a proposition in the end.

With the call for changes of the overal plans for the civil war, the Soviet Armed Forces will utilize Rocket Artillery in every campaign of the civil war, and Soviet Generals and Commanders are to start following these changes suggested by the Union. Soviet Logistics has already started preperation and large movements of Soviet troops and equipment are being moved into place to start this new plan.

Soviet Troops enter northern Russian lands, with the main goal of eventually meeting with Union troops. Weeks of bombardment left the standing White Army in the area in disarray, and demoralized. With the loss of Crimea and lands to the Phoenix Empire, the Supreme Soviet has decided to hold the line and prevent further Phoenix expansion into current Soviet lands, however were ordered to not go on the offensive, as the Phoenix Empire hasnt made any moves to further push into the Soviet Union. With that, Command has decided to focus all attacks on the White Army, utilizing Artillery and Missile bombardments on White Army strongholds.

In an act of condemnation by the UPSA, a sizable fleet of 4 aircraft carriers, 10 corvettes, 12 destroyers, and an undisclosed number of submarines has been sent on a long-range mission to the northern coastal regions of the newly formed Soviet Union. The mission of this fleet is to assist the white army in any way necessary to prevent the full-scale takeover of a communist regime. Additionally, a preemptive bombing strike has been threatened against various agricultural centers within the country.

The highest levels of UPSA military command have issued the following public broadcast for all the world to see:

"Communism is a plague. This system of government exploits the weakest and most unfortunate members of a society in order to grant power to the most ruthless and diabolical among them, leaving the rest to starve under a greedy and unnatural socioeconomic system. It is for this reason, and for the sake of the people of Russia, that the United Provinces of the Southeast Pacific declare open war upon any and all advocates of communism in Russia. Our demands are simple; cease and desist all communist activities, surrender to the resistant white armies, and turn over control of the government to the winner of a democratic election to take place in one year's time.  Until then, abdicate power to the czar-in-exile so that order may be restored for democracy to take place. If these demands are not met, a full naval blockade will ensue along with strategic resource bombing and, if necessary, a nuclear attack. Consider your options carefully, democracy and capitalism are still your peoples' best hope.

Due to the unjust provocation by a foreign power against a struggle combating tyranny by Russian oligarchs, in a collective struggle the Union of Durotar proposes but directly performs some of the actions to list next.

-A suggestion to relocate industrial complexes vulnerable to bombings from the north
-Defensive emplacements against aircraft on a larger scale, firstly preferring larger guns then mobile anti-aircraft guns in the later war
-Aircraft were to focus on a defensive stance against bombing raids of any kind

Due to it being a defensive war, a number of transport vehicles have been handed to the command of the air campaign to retrieve pilots and/or aircraft crash-landed in Russia. If there be a need for additional aircraft the UoD would aid the Soviets by any means necessary. 

And the last would be an introduction to policing and education in certain age ranges which would allow for experienced officers to enter service in the Red Army. UoD proposes to send some representatives to educate air combat against imperialist nations to improve the rate of new pilots in the Red Air Force, as well as to support the education of officers to improve tactical decisions on the field. 

Submarines in the North Sea would be under total silence and would have relative independence in their decisions.

As the war is progressing to a slow on a map and front-line level, massive use of rocket artillery has resulted in mass suppression of the enemy side, and they would either break with ease upon any assault, but on the other hand a lot of people are surrendering wishing the war to end.

In that interest, the Union of Durotar focuses now more on infrastructure and civil improvements for the Soviet Union, continuing on the effort of the construction of railway networks to connect the major points of the Soviet Union with rural areas. A lot of people are expected to be moved from the military to regular civilian life. A project dubbed Reconstruction of the Union - yea creative i kno its 1 am stfu pls - would under-go, focused on assistance to the Soviet Union and an increase in speed of already on going constructions, but also increase in projects, to manage to support the populace, focusing that many aren't forced to live on the street. Psychologists are sent to the Soviet Union to aid in case of treatment for any mental issues the veterans, but also ordinary people generally would be facing in a time of post-war turmoil. Medicine and food is prepared to be handed to in any case of hunger or illness outbreak due to the war situation.

The Premier of the Soviet Union has accepted the offer, and stated the plan for retribution of wealth will commence with the New Economic Plan

The plan will be giving citizens the right to open small businesses like restaurants, luxery goods and relaxed restrictions on price controls. The plan will also be give each citizen a monthly payment, based on size of the family until the economy stabilizes. Citizens living at the border are still advised to be cautious for future attacks, but the rebellious factions have been keeping a low profile
