I know this alliance was brought up in the past, and cleared because it was based on a Hearts of Iron 4 mod, however, I think it's worth a revisit given the perceived change in restriction. If anything, all the nations in this alliance are long-inactive, probably not coming back, and so, it might be worth removing the alliance anyways.
