Depends on the situation I guess, but usually they'd be expected to just finish out whatever wars they got themselves into before applying without needing help. Although doesn't matter if just finishing out the round. (Mostly don't apply expecting me to try convincing everybody you attacked to peace out the round early if you apply while they're ongoing, at the very least need to be able to finish whatever rounds you started.)
