Athretvar Maritime Regulations Concerning Foreign Ships

Proposed by the High Admiralty and agreed to by the Corps of Generals, Corps Parliament and Corps of Expert Specialists-Select on 24 April 2004.

 

The Government of Athretvari recognizing the increase in international trade and commerce across Orbis; motivated to insure Athretvari’s participation in said trade and commerce; determined at the same time to maintain the security and safety of Athretvari, its citizens, and property; does enact these Maritime Navigation Regulations Concerning Foreign Ships—

 

PART I - WATERS OF ATHRETVARI

1. All waters within the canals between the islands that constitute Athretvari are the Internal Waters of Athretvari.

2. All waters within 12 nautical miles of the islands that constitute Athretvari are the Territorial Waters of Athretvari.

3. All waters extending from 12 nautical miles out to 24 nautical miles from the islands that constitute Athretvari are the Contiguous Waters of Athretvari.

4. All waters extending 200 nautical miles out from the islands that constitute Athretvari are the Exclusive Economic Zone Waters of Athretvari.

5. The Government of Athretvari shall have authority to establish the laws governing and rules regulating the access to, and conduct of all ships within, its various waters.

 

PART II - FOREIGN SHIPS

1. Foreign Ships are ships owned, registered, majority- or officer-crewed by citizens of, or flying the flag of, a nation other than Athretvari.

2. Foreign ships may, without prior permission from the Athretvar Government, peacefully traverse through the Exclusive Economic Zone Waters and Contiguous Waters of Athretvari. Such transit shall be speedy and not involve stopping at any point within the various waters of Atheretvari, except in times of distress or emergency and only when such distress or emergency is communicated to Athretvar security or government authorities.

3. Foreign ships may, but only with prior permission from the Athretvar Government, peacefully traverse through the Territorial Waters and Internal Waters of Athretvari when said ships are also calling upon a port within Athretvari for the purposes of engaging in commercial, economic, or logistical activities.

4. At no time may any foreign ship conduct commercial, economic, military, or scientific activities within any of the waters of Athretvari, without explicit prior approval from the Government of Athretvari.

5. At no time may any foreign ship release wastes, or dump trash or any material hazardous to the health of humans or wild-life within any of the waters of Athretvari.

6. All foreign ships traversing through the various waters of Athretvari shall adhere to all standing Athretvar laws and regulations concerning the conduct of ships within the various waters of Athretvari.

7. All foreign ships within the various waters of Athretvari shall obey instructions from Athretvar security or government authorities, and shall submit to inspections of ship, crew and cargo by Athretvar security authorities upon demand.

 

PART III - GENERAL PROVISIONS

1. Athretvari reserves the right during times of emergency, war or conflict to restrict or prohibit access to or transit through the various waters of Athretvari.

2. Warfare is prohibited in the various waters of Athretvari, except when initiated by the Athretvari Defense Forces.

I remember the days when Narvanese Ships could trade without problem, now all these pesky rules are popping up. Oh well, times change, I suppose.

Foundational to the legitimacy of a nation is it's ability and willingness to defend itself. Seeing Athretvari pass regulations like this sends a message that they're a player on the world stage, and that's commendable.

I remember the days when Narvanese Ships could trade without problem, now all these pesky rules are popping up. Oh well, times change, I suppose.

Our government's primary concerns deal with navigation through the canals that separate the islands of Athretvari. These canals are approximately 2-miles wide, sufficiently wide enough to handle the regular and necessary marine traffic to and from Athretvari, but not sufficient enough to handle unlimited through-transit.

 

These regulations basically state, if you have no business in Athretvari, go around Athretvari.

 

Of course, as our nations already have basic diplomatic relations, we are happy to discuss economic negotiations that would allow Narvanese commercial vessels ability to freely use Athretvar ports and waters without issue.

we wish to establish a trade deal, if so we respect all regulations you have stated

The Government of Athretvari is happy to establish diplomatic relations with Hequ, including the mutual exchange of ambassadors, the establishment of embassies in our respective capital cities, and the signing of a "preferred trade partner agreement" which will permit Hequ exports to Athretvar markets in exchange for Athretvar access to Hequ markets.

 

We must reiterate that these regulations are binding upon all foreign ships entering and attempting to transit the waters declared a sovereign part of Athretvari regardless of their diplomatic status with Athretvari and thus not dependent upon any agreements between our governments. These regulations are intended to protect the safety and security of the Athretvar people and state, and we are committed to defending the same without hesitation. We request all foreign ships to respect these regulations to best insure their safe travels through Athretvari.
