Technological Development Urbanization Those 2 are both fine, not political. Open Markets Imperialism Manifest Destiny Politically loaded as a machine-gun, no good communist state like me wants to ever have to change to disgusting policies like those. Here's some renaming suggestions: Open Markets -> Commerce Imperialism -> Military Spending Manifest Destiny -> Expansion Done. For instance, in a socialist state: Open Markets -> Planned Economy Imperialism -> Export Revolution Whereas in a Federal Republic: Imperialism -> Defense Budget Technological Development -> R&D Investment So on, so forth.
