It rejects Brazil's deal, Harriman has adopted a very popular policy of refusing to sell military equipment to other nations in order to prevent conflict in a world that is desperate for peace. It does, however, offer to establish embassies in Malta (I may have already done that), Brazil, and Canada. In an odd measure, Harriman has pardoned the Soviet guards and allowed them to return home. He would also like to continue the work to strengthen ties between the U.S. and the Soviet Union, recognizing that this was the act of a few deranged individuals who somehow were given a position that involved being armed while inside the White House.
