Yeah, the amount of coal you produce has nothing to do with whether your city is powered or not. It's all about how much coal you actually have.

If you're talking about your policies, they save the changes however not your answers to each question. You'll see the updated results reflected on your nation page.

Requirement is same for everyone - 30 Score to create an alliance. After the alliance is creating, there's no requirement to stay at 30 score.
