Interest rate is 0% and the member allocates the amount of time they think is necessary for them to pay it back. But if the member doesn't pay it back on time for no legitimate reason, then an interest rate is added. If they can't pay it because they are unable due to economic downturn or a raider, we will of course help them. If they can't pay it because of refusal or otherwise, then they will be subject to interest as a penalty. It isn't an unreasonable system.
