The Grand Chancellor believes that this will make the citizens of Silistrious feel that they're still in control of the government. But Grand Chancellor Varspasian assures the world, that they are indeed not in anyway in control. Grand Chancellor Varspasian also wishes to address the recent acceptance into a new alliance, and the Chancellor felt bored so he commissioned a new flag! Its exactly the same but with the alliance symbol on it! Isn't he the most creative man in the world? (Say yes or you shall be shot. Or sent to North Korea. Either one.)
