Changes to Power Plants and Improvements

Currently when there is not enough Power in a City, it outright disables everything.

A relatively simple change would be to instead have it keep Improvements working on a priority list with it only disabling improvements once it reaches the limit.

The priority list being for example, Military -> Commerce -> Civil -> Manufacturing.

This would allow for cities to still partially function when Power Plants are destroyed or when you don't build enough.

If such a change was made, then the nation should be able to change the prioritization.

That said, I wouldn't support this change, as it would reduce the incentive to increase infra to replace destroyed improvements during warfare.

there is no incentive to build infra past a certain point during a war, unless you are stupid. That being said while this change benefits realism/QoL I don't really support it because 9 times out of 10 its a skill issue being above power levels
