Tweak to Resource Production Center Project

Instead of having this project going dormant after city 15 I'd suggest maybe adding a different function to it. For Example, 16 cities and beyond would change its function to increasing the output of all raw resources your nation produces specifically by some x amount. So instead of getting a full arsenal of random raws from the project, the project would shift focus to the raws your nation's location would produce.

I'm pretty sure the purpose of the project is to help smaller nations by giving them a small boost of income until they are at the point where income is not that big of an issue for them. By removing it, you are essentially making it a must get project for everyone who produces raws because of the income boost. Or in the case of nations that make munitions, have the ability to be self sufficient with lead. I would also say that nations that produce food would benefit from this idea the most. Since the project would either use the amount of farms you have per city, or add 5% of your food production on top of what you already make.
