The man would look at her, and then begin to speak;

"I've been authorized to speak on behalf of Japan. The tea ceremony will begin shortly, and after that we can begin discussing the tensions between our two parties. "

As he said this, a number of dishes would be brought out before the Umbrella representative, while the tea itself was prepared in the proper way. The Japanese representative would teach Mrs Wong the etiquette behind drinking the tea. When the Ceremony finally ended, he began to walk the building, motioning for her to follow.

"Clearly we must resolve the tensions between our great nation's. Yet, we cannot allow an outside state to control the province of Tokyo. It brings great shame upon the Emporer. As such, I have been permitted to make this offer: Japan will, in exchange for the province of Tokyo, give you the port city of Shanghai. We will repay you for the infrastructure built, unofficially so as not to appear weak, as well as help provide aide in the relocation of your assets. We will remove all tariffs under Umbrella products, as well as permit you to build non-military and non-intelligence based facilities within our nation." The man would inform Mrs Wong as they walked the halls.

Ada held her hands together behind her back while walking in the halls with the negotiator. 

"Umbrella has already heavily invested in Tokyo, and the legal contract signed by the Tokyo province does not expire for 99 years. Even if we say yes, which we wouldn't agree to without heavy incentives, we would still be required to fulfill the Defense Pact made to Tokyo, which if given back to you, would indirectly force us to defend your nation against hostile aggressions, and the wording of this contract ensured Umbrella cannot escape this defense clause it has made. That would be a huge PR downfall that my Management does not want to deal with. I was sent on behalf of Management to work out a solution to fix both issue, so my boss does not want to be fully removed from the area due to obligations and the potential fallout for voiding the contract and still be obligated to Tokyo with no control, while you need to appear strong. We will give you two position on the board of Umbrella Tokyo Inc , board of Directors. Henceforth giving Japan decision power over Tokyo and 25% of the closed shares which will guarantee fairness with the other three Board of Directors. There is 5 board of directors positioned in the Board, so it would be easy for you to ensure both parties needs are being met. You can say you forced Umbrella's hand to give you this or whatever you wish to appear strong, but that is the only offer at this moment I can see my employer agreeing to."

"At this time, I believe Japan would be able to agree to those terms so long as at the end of the 99 day contract, we can discuss removing the military occupation. Allowing you to fulfill your obligations, while also allowing us to regain our province back. You would be given administrative control over the territory, as well as police it; but in terms of military control, it would fall back on Japan and her people. Would this be agreeable?"

"I believe we can come to an agreement, my boss will be pleased of such an outcome, however you said days, the contract states 99 years, of course, during that period I can allow Japanese Military personnel to integrate inside Umbrella Security Service Military bases and such during those 99 years to show our commitment to this agreement. Fair?" Ada Wong says as she stops walking to await for the negotiators reply

"I believe the Emporer would be satisfied with that agreement. I will, of course, need to verify. I can have an official response from him within 3 days." The representative replied, extending his hand for a handshake with the conclusion of the neeting.

Ada Wong replies with a grin and shakes his hand: "I'll have my legal staff write up a contract, and have it faxed when you give the go ahead, also one more stipulation, Umbrella wants open access to Japans markets. We will sell at a discount price for 5 years if you agree to it."

"That shouldn't be an issue, Mrs Wong. We are privatizing our entire healthcare system. As it is, it's becoming a bit of a mess with 43 companies making bids for various hospitals and clinics. The ban would be removed to allow you to place bids on the contracts. We would be open to having unrestricted tourism visas with Umbrella nationwide."

Ada Wong replies "Great, we will bid 2x higher than whatever the competitors are offering when allowed. Expect our paperwork applying for the bids in a few days after you notify me of the Emperor's decision and Ill personally lift the lockdown at the Tokyo Highways into Japan, Mechanical doors are opening and your citizens are welcomed to Tokyo and our European holdings."

An email would pop up in the Umbrella corporate office. The email would provide confirmation that the terms had been accepted, and the intended deployment numbers. The numbers would consist of 2 infantry regiments(Total of 6,400 soldiers), an armored division(75 M1A2's, 20 MOWAGs, and 5 Abbots), and 3 airborne squadrons(6 F-22s, 60 F-16s, 3 B-2As, and 18 Apache Helicopters.).

"Due to the hard work placed upon our Representative, Ada Wong and the honorable negotiator from the Japanese government, we have successfully ended the border  dispute between Japan and Umbrella Tokyo Inc.. Today, the entrances to Tokyo have been lifted and the mechanical doors have retracted, allowing access. With such, the Umbrella Corporation is also opening its merchandise to the Japanese people, and have already started placing bids for Hospitals, clinics and other healthcare facilities. With promising to pay 2 times what our competitors are willing to pay for the majority of the facilities. If Umbrella is successful in this bid, the Umbrella Corporation promises the Japanese people State of the Art technology and facilities. We thank the Emperor of Japan Haruta Tanaka for accepting the terms our representative both worked on creating, proving that hard work does pay off. As a welcoming gift, the Umbrella Corporation will be giving Japanese citizens 45% discount on all cosmetic and pharmaceutical goods for 5 years."

"We're here to discuss the evolving situation in regards to our martial forces. More specifically, we're here to discuss the defense budget before the new cycle begins. The discussion will begin with carriers. Admiral Kaori Oba, you may take the floor." Director of Defense Chiyo Takai announced to the individuals before him.

"Thank you, director. The discussion behind carriers, I think, is moot. In order to project Japan's power globally, we must have a fleet capable of deploying air power around the world. The most viable solution being the aircraft carrier. It is critical that we focus on the development of the next generation of carriers." The admiral began, as he was interrupted by general Megumi Nagasawa.

"The primary goal for the navy, as established by Emporer Tanaka himself, is to secure the Pacific as our strategic operation zone. As such, aircraft carriers are not neccessary. Having some is, of course, vital. However, the idea of building artificial islands, as described in these documents, is a more practical application with reduced costs. We can strategically place them to ensure our air force can operate within any part of the Pacific without issue. Surely, our primary focus, at least with the navy, should be the addition of arsenal ships, as well as the potential AI nuclear submersible. Utilizing the information found here, we can conclude that a basic design for a nuclear powered attack sub, utilizing a modernized Cheetah-class sub, we can extend the reactor portion of the hub to add a standard nuclear reactor for 97 million. By eliminating the crew quarters, and dining area, we can add an automatic loader with a payload of around 30 missiles, while adding a maintenance hallway and insulating in case of water. The estimated cost of one of these subs would be 475 million. Over time, a fleet of 130 of these could man the Pacific and hunt down enemy vessels utilizing a coordinated Intel satellites and SOSUS info hubs. I think we should shift The costs of The 4 strike groups, until we reach The minimum requirement of 11, and then focus on building these subs. As such, naval funding should be focused at 92 billion per year, admittedly being nearly half the budget." The general would stress to the coalition.

"I think the AI subs coincide with our goals, the only issues that we might have are maintainence costs. Additionally, as we already have 4 carriers in the works, I believe we can agree to sideline the carriers in favor of the more fiscally responsible artificial islands. As such, I believe we.should move to our next major topic of discussion. Air Marshall Natsuki Hori, please make your statement." The Director would establish, before seating himself once more.

"Our Air power leaves much to be desired. We are in the process of designing our newest fighter aircraft, but the reality is our current Air force is lacking in numbers. Projections indicate we need a minimum of 650 F-22 fighters to effectively project our strength on a global scale, with an ideal number of 1,100. Now that kind of production can't be done in 2 or even 3 years. To reach the 650, it would take us 4 years of consistent production. Creating airstrip on artificial islands will allow us more room to operate, but if we don't have the aircraft to do so, it will ultimately be irrelavent. I suggest 25 billion be devoted to the production program to ensure we can outfit our Air force with the neccessary tools safeguard the Pacific." She would explain to those sitting before her, unflinchingly.

"Once more, a neccessary go we must achieve. The approved budget to reach the 650 F-22 capacity is approved. Once completed, this group shall discuss the merits of additional production." The Director arbitrated, before moving to look at the Council of Generals.

General Natsuki Imamora would stand up, and a dress the coalition. "It is apparent to all of us that the M1A2 is becoming increasingly outdated. A replacement must be found if the army is to keep pace with the modern nation's. Additionally, the standard issue type 62 has become obsolete, and a new alternative must be found. The ideal replacement that we've found is the NGSAR. The purchase to outfit the JSDFA would cost us 2.1 billion. The cost of the first aidspray that's been approved would be 10 billion."

"That doesn't seem unreasonable, and keeps the costs within acceptable parameters. The budget will be approved, but an alternative to the M1A2 must be found, before the tanks are cycled into retirement in 4 years." The director announce, before turning his head to Director of Intelligence, Emi Kido.

"I'm not one for theatrics, but our cyber security division is lacking, and I strongly encourage the investment into the education of these hard skills in each branch. Additionally, Id like a budget of 21 billion to focus on hardening critical infinfrastructure such as power plants, telecom centers, water treatment plants, recycling centers, and other basic functionality. Securing pur nation against all threats is critical, even the threat to non-military targets." The Director of Intelligence would explain curtly,before sitting down and appearing disinterested.

"Very well, I  think that can be arranged. Are there any other matters that we need to discuss? ..... Alright, then the allocated budget is 151 billion of the 340 billion  budget. As such, 30 billion will be reserved for research and development, 19 billion will be to maintain the standing Japanese Military, and the remaining 140 billion will be saved for use of the need requires, or repaid to the citizens during their tax return."

Sea trials for the Tiger-class arsenal ship have begun, with the hull finally being completed. Although the armament hasn't been integrated into the vessel, it still has the base design of the future class of ships. Having said that, the 6 MK-57 vertical launchers for the ballistic missiles have already been attached, along with the prototype LaWS design. Reports indicate it had some difficulty leaving port, with the inexperienced captain attempting to maneuver the vessel like a typical cruiser, the arsenal ship is bulkier in design.

Once on the sea, the ship itself was able to effect fly sail into the deep waters of the ocean, thus passing it through the Department of Defense to begin mass construction. Projections indicate the intent to add 3 of the cheaper 630 million credits vessels to each strike group to ensure overwhelming firepower. Though the vessel still has a ways to go, and must undergo shock trials and weapons tests. Even if they should fail, the hull structure itself is unlikely to be a cause, and so the mass production was approved.

"Research and development is to now focus on developing a sub-based carrier. The intended goal is to be able to deploy 200 stealth bomber drones per carrier, to attack intended targets. This form of stealth carrier will ensure power projection to a terrible efficiency. It must be able to deploy the drones under water, and the carrier itself will ideally utilize a skeleton crew with AI functionality. As such, the venture is expected to be astronomical in cost, and 1/3rd of the R&D Budget will be moved towards developing this new weapon.

The Empire of Japan, to meet the basic peacetime standards, will begin the integration to 600,000 additional active duty personnel, with a reserve force of 800,000. The JSDF will integrate the training program to complete the addition of the extra troops in the next 4 years. To accommodate the reserve force, everyone who reaches the age of 20 will be obligated to conduct military training for 3-5 months, and will be pardoned from their place of work. The usage of cycles will be put in place to ensure limited labor shortage and to keep strain off of the economy.

With the shock trials for the Type-001A completed, it would immediately be sent back to the shipyard in Osaka to be outfitted with its basic armament. With the completion of the testing phase, an additional 9 would be commissioned for existing strike groups, with another 8 commissioned for this year's strike groups being produced. The total additive cost equates to 10.7 billion.

"We are brought here one more as we determine government spending over the course of the next fiscal year. As it is, we have been mass producing easily made vessels with the intent to fill out our fleet. Once we achieve the mandated 11 fleets, our focus will shift. At that point, the priority for our navy will be to aquire the carriers neccessary to ensure our power is effectively projected around the world. As such, the funds to purchase the remaining 3 groups will be allocated totaling 54 billion. Leaving 206 billion left to be allocated. You may now request additional allocation." The Defense director would proclaim to the officials before him.

"We request the additional acquisition of 2 modern cruisers and a Laurentian battleship per strike group. The battleship will prove to be a highly survivable vessel with intense offensive capabilities. The cruisers will ensure a powerful offensive force to ensure no vessel gets near the carriers or capital vessels. With our anti air frigates, and the development of the new sonar and Poseidon missile, we will effectively mitigate all naval threats. The cost of these new additions is projected to be 143 billion, though the battleships are over half the cost, and without a blueprint, we will be forced to rely on their production capacity. Timeframe to acquire these vessels is unknown." Kaori Oba would stress to the director.

"Without a timeframe or a tangible design available, we cannot agree to fund them. When one arises, we will gladly shift the funds to appropriate them." The director would declare, before shifting his gaze.

"I would like to shift the focus to the army. While we are an island nation, we still need a capable land army. As it is, we are using out dated equipment. We need modernized tanks, more advanced artillery, and better infantry weapons. Our researches have suggested we develop a non line of sight cannon to hit targets up to 840 miles away utilizing an advanced railgun design and ISR technology. Also, a new tank design equipped with a focused microwave array, anti-explosive defense swarm drones, and a a standard armored setup, would be ideal. As such, we in the army request 18 billion in funds to ensure we can keep pace with other world powers." General Reika Kamiyawa insisted.

"The goals outlined do not seem unreasonable. Very well, you will be allocated the neccessary funds. Be sure to avoid  pay overruns." The Defense director replied.

"The Air force needs to stress that the F-26 is still largely untested in combat. We suggest slow production until it can be extensively tested. As such, we request funds for 185 F-22s, and 30 F-26s. An additional 250 Apaches and 430 Defenders is requested. Total cost is 23 billion." Air Marshall Natsuki Hori determined.

"Agreed, we must continue to improve our aerial capabikities if we are to ensure dominance in the Pacific. We will also be approving 34 billion in funds for missile production. And how about the Deparment of Intelligence?" The director woukd ask, as he awaited the final department.

"As it is, I would advise the addition of 8 more satellites to watch the Indian ocean, and 4 to watch the Mediterranean. We would also suggest the development of specialised EMP satellites to act as a last line of defense in the event of a full scale war. The idea of a missile defense network of satellites has also been suggested. The Intel satellites would cost 1.6 billion, while 1 weaponizsd EMP satellite would cost an estimated 1.3 billion. The Defense satellites would need to be developed, and we would request 8 billion in funds to do so. The total cost of these projects would amount to 16.1 billion." The director of intelligence would curtly reply before going back to his book.

"Very well, approved. With the costs of maintainence being around 6.3 billion, the total allocated budget is 151.4 billion, with 109 billion remaining. This will be shifted to awuurr new naval vessle sor military equipment as needed. That ends the budget discussion for the year."
