Holland, or commonly referred to as Aulstrailia, was initially a penal colony for the British Empire. Those who were arrested for practicing foreign religions, heretical speach, or otherwise minor crimes, were sent to the new lands to live and serve the British Empire. After the fall of the British Empire 120 years ago, the British no longer had the forces to maintain a presence within the colonies. Due to a lack of farmland to support the growing population, as well as historically barbaric roots, an emphasis by the Master Clans on naval build up led to raiding of nearby nation's to aquire food and much needed resources. For 40 years constant fighting took place between the clans who had taken up residence on the continent. Eventually, the major figures behind these clans came together to unify, and seek an end to the bloody conflicts.

As a result, a culture focused on the possession of ships was born. Those who live on neighboring islands fear the nation, not necessarily for their streagnth, but their ferocity and savagry. The master clans raid the neighboring nation's consistently to procure resources to feed their people, as well as build their clans further.

Each clan is in charge of building and maintaining their own infrastructure. Laws themselves are establish by the council, and fighting amongst clans is forbidden. This has no stopped clan rivalries from escalating, but outright confrontation has yet to occur. Though the clans cannot conduct a war without the approval of the council, pillaging is permitted and has been used as justification for mercenary work with other nation's.
