Naval blockades last until you are bested in a naval conflict. (Last time i checked, this applies to any conflict you are currently in). Run out of ships (either by airstrikes, naval strike or getting rid of them yourself). The war concludes. The blockade goes into effect immediately after this occurs. To break a blockade someone has over you, things that can happen are: Anyone gets an Immense Triumph naval battle against them They reach 0 ships, through naval battle, airstrike, espionage operation, or selling ships The war ends You achieve any sort of victory naval battle against the nation (including Pyrrhic Victory and Moderate Success level attacks.)
