China just attempting to reduce the "One Country, Two Systems" policy into a mere formality. Thankfully, people are not falling for it.

I agree. No victim, no crime should be a valid statement, and taking drugs does not automatically harm someone else. With that being said, hard drugs should not be considered a mitigating circumstance when committing a violent crime.
