The thing on new nations isn't something people would intuitively think against the rules. Someone can get around that much beige time without being a new nation. Beige is just a built in mechanic and whether a nation is new I would never really think would make a difference. Vacation mode, not sure that should even exist. (I think it's better if rules make sense intuitively, rather than where people need to read it.) Someone is making an alliance and gains new member. That member withdraws bank deposit to protect it before bank is beiged. Suddenly they lose their stuff for being new players. Guessing this applies to if new people are playing and make an alliance also. They can't secure their own funds & need to let it get looted. I've been complemented by my former enemies in that game they learned about libertarianism because of me and will never forget it. I believe in Jesus over Paul, with any he says which contradicts.
