The only issue is that trade would decrease on the global market because they produce a certain resource themselves now. But, this could be solved by in the resource production, you can decrease the amount produced by a lot less, or increase the cost of the improvement by a lot or make the upkeep extremely expensive. Other than that, its a neat idea.
