Gives additional project slots, and allows a project to be constructed every 2500 infra instead of 5000. Requires R&D, Advanced Engineering Corps, E, and Metropolitan Planning. Elite Engineering Department. Allows a building in each city to be constructed every 25 infra instead of 50. Requires Advanced R&D Center, and Advanced Urban Planning. Special Forces Training Program. Increases the strength of ground units, and reduces munitions costs. Financial Management Department. A robust network of accountants help reduce running costs of existing buildings. Requires commerce center. Electrical Engineering Program. Allows power plants to support more infra, and reduces resource consumption. Required Advanced Engineering Corps.
