I think we all really need to focus on this point. Applicants don't count as part of the Alliance as a part of taxation they CERTAINLY shouldn't count towards looting that Alliance bank. Just turn all bank access off for applicant ranks. It means they can't be taxed, but also that they can't loot the Alliance bank.

We tried diplomatically solving the solution. We did in the end actually solve it and then the person who helped us solved it left, or was kicked I haven't figured it out yet, and Subin was reinvited while he was still being targetted for his raids against our Alliance. Now, when we tried to approach Lucy again, guess what happened? Same ol' same ol' BS. So what do we do? Burn 'em.
