I think this should destroy all power plants in a nation. I think that it should be an add on to the Nuclear Research Facility since if you detonate a nuclear weapon high enough it acts like an EMP. I was thinking of weaponized EMP as it's own weapon, nukes themselves already sound extremely deadly. Personally I don't see why we can't just have EMPs built into the creation of a nuke. Basically regular nuke costs 1 thing, an EMP would cost, maybe twice as much?
