Here's one, instead of just cities. How about we be able to establish forts and basis. 1 Fort can be built up in all the ways a city can but can only have farms, and military upgrades. but, the military upgrades are more expensive on the fort, Why? because there would be a much higher limit to military upgrades. instead of 5 barracks, you can have 10 or 15 barracks per fort. oh yeah, and you can build power plants. instead of 5 factories, you can have 10, instead of 5 air bases, you can have 8, and instead of 3 drydocks, you can have 5.

 

OR

 

Instead of the improvements having higher limits, maybe they can hold more units. instead of 3000 troops per barracks, maybe it would be 10,000. and the same result to other upgrades.

 

and after all this, each fort has a cap on how big it can get. each fort can get no bigger than 1,000 infrastructure. or 750 if you prefer the second option. And each fort cost 1,500,000 dollars, but doesn't go up. and you still have to buy all the infrastructure. plus, you must have 3 cities per fort. And feel free to modify this idea to make it sound better if you want.

Seems like an interesting idea but sounds a bit to over powered.

My take on how a fort would work is almost just like a shell for your city where you can put money into a fort to protect your cities as say an improvement or something that would protect against your city getting destroyed by a percentage, while taking hitpoints. As well say a fort could automatically give you a defensive advantage or something, and could only be rebuilt after wars are over.

what if we make the fort a national project that increases your soldiers defensive capabilities sense a forts purpose is to increase your nations defenses. But at the same time increases your soldiers upkeep cost sense its increasing their power?

I agree it should definitely be national project. Of course, the extra upkeep of the soldiers (presumably caused by fort maintenance) should increase the costs of soldiers, however it should only be a percentage of the military power it gives and only affect however many troops can be garrisoned.

It would be cool as long as they can be destroyed or damaged in battles. National Projects can't be destroyed and you can't specifically target improvements (and you'd imagine in war both sides would target forts, and that forts would be on the frontlines, unlike most improvements in cities).
