It's also known that with increasing living standards, birth rates drop. Now, an ambitious plan has been announced to triple the Reubenian population from 40 million to 120 million by 2045, just 12 years away (OOC: 1 year real-time), in an attempt to increase the size of the workforce. This will be achieved through various measures, such as financial incentives and genetic engineering. The financial measures are straightforward, but the genetic measures are more interesting. It is now possible to manufacture sex cells from somatic cell samples, which allows the infertile to reproduce. It is also possible to genetically engineer embryos, reducing the rate of child mortality. In fact, it is now possible to manufacture new sex cells entirely, allowing children with no disorders to be born and adopted.
