I'm saying raiding is too bad because it stops micro growth to anything that isn't micro and thus as a by-product stagnates politics to the top 10-15 AAs (or w/e it is). It's a viable mechanic, and how most of the "stagnate" upper alliances learned to fight. Diplomacy is also a way to climb the ranks. Nothing is stopping the micros from acquiring a protectorate.
