Will steel production increase with an increase in coal and iron production?
No, it'll only increase with more Steel Refineries and more Coal Mines and Iron Mines to support those new refineries.
Edit: Since I'm not in a place with Coal Mines or Iron Mines anymore I can't be certain, but I do believe one of each mine (Iron and Coal) is enough to support two Steel Refineries.

Hmm, something like this would severely limit the destructive power of NK and Alpha if their nukes are limited, would make it easier for their potential enemies to keep them down and get away with it, makes it seem like this group was made to counter alliances like those, but do what you will, who knows how this would turn out.
