No, it'll only increase with more Steel Refineries and more Coal Mines and Iron Mines to support those new refineries. Edit: Since I'm not in a place with Coal Mines or Iron Mines anymore I can't be certain, but I do believe one of each mine (Iron and Coal) is enough to support two Steel Refineries.
