  18. Cities are indeed a better indicator of tier cohesion than score, because cities are the underlying stat that determines a nation's ability to fight. Consider, for example, a fully militarized, 4 city nation, with 950 infra per city (the minimum to field max military and one nuclear power plant). That nation will have a score of 825. A 12 city nation with 950 infrastructure and no military will have a score of 835. Almost identical scores, but not at all the same tier. And while this is an extreme example, it's not that unlikely for small nations to be more militarized than larger ones (more raiders at smaller sizes), leading to an overlap in score despite the lack of tier cohesion. Standard deviation isn't a bad thought, and I'll elaborate more on that, but first I want to address inverting the value. Doing so just seems a bit pointless to me. One of the reasons deviation is useful is because it has the same units as the values that you are examining. A standard deviation of X cities can intuitively be understood as meaning that some number of nations are within X cities of the average for that alliance. Inverting that number gives you units of inverse cities, which isn't really a meaningful concept. Additionally, inverting the values skews the scale, as far as comparisons go. Going from 3 to 2 is the same absolute improvement as going from 13 to 12, but going from 1/3 to 1/2 is significantly greater than going from 1/13 to 1/12 (0.167 vs 0.006). As far as standard deviation is concerned, I did look into it, but decided against using it, for a couple of reasons. Firstly, it's biased towards smaller alliances with smaller nations. Such alliances simply have fewer opportunities for outliers, and therefore will have smaller standard deviations. Ranking alliances by standard deviation of their city counts is pretty much just a list of the latest micros to hit 10 members (my membership cutoff for the rankings). Which isn't inherently bad, it's just kind of boring. Secondly, it's not a particularly meaningful statistic in this context. Nation sizes in alliances don't follow normal distributions, and there's no guarantee that the distributions for different alliances even follow the same general shape. So while standard deviation does provide some insight, it doesn't actually tell you all that much. Thirdly, something else but it's late and I forget. I wanted a metric that shows how close together alliances are, while giving more weight to larger alliances, because a) maintaining tier cohesion at larger sizes (of both nations and alliances) is more difficult and 2) the larger alliances tend to be the ones that people are interested in. I ultimately chose to use the average number of nations within +2/-1 cities of any given nation in an alliance. It's a bit of a mouthful to explain, but the values are quite intuitive. It directly tells the number of nations in an alliance that could potentially declare on you, if you were to declare on a random nation in that alliance (well, almost directly, given that it uses +2/-1 cities as a proxy for +75/-25% score). Which, I believe, is ultimately the number that matters when tier cohesion is being discussed. And because larger alliances have more members, they'll tend to rank higher, but the rankings still differ significantly from ranking by membership. I could have chosen average percentage instead of average number of nations, but then the rankings would look similar to when standard deviation is used, i.e. boring and full of micros.   20. For the curious, it's because virtually all computer systems store dates as the number of (milli)seconds since midnight, 1 January 1970. The issue here is that Sheepy's server stores the last login time, but the API calculates minutes inactive from that. If the last login time is missing, then 0 is used in the minutes inactive calculation, and you get the incorrect large results seen here.
  21. If the winning alliance feels like it hasn't gotten the loot it deserves, it can always levy reps on the losing alliance, for the same net effect.
