As the conflict in France simmered down with no end in sight, the United Kingdoms and the Commune met in Bern, United Kingdoms to discuss a peaceful settlement and temporary cease-fire. The cease-fire talks proceed in the establishment of the demilitarized zone between the United Kingdoms and Commune. The United Kingdoms agreed to return 20,000 PoW and the Commune agreed to hand over 5,000 Government troops and allow the evacuation of 75,000 civilians from Lyon to the Government-held Bordeaux. On February 25, 2003, the French flag was lowered for the last time at the Lyon Citadel and the last French Government forces left the city.
