Well it seems to have fixed itself. Maybe there's a 48-hour block on collecting taxes for a new alliance?

This sounds like a really silly question, but I created an alliance yesterday and everyone is in a tax bracket, but no taxes have been collected yet. There aren't even tax records. What am I doing wrong? (Yes, everyone's got a positive income).
