Anyone else tired of "offshore" alliance bank?

How about requiring at least 5 nations in an alliance, or else alliance bank functionality is disabled. 5 nations that are not on Gray, nor in Vacation Mode. Thoughts?

  Limit the max that can be raided, and disable the ability to transfer to other alliances a sum more than 5-10% of the month's beginning balance.
  
  In addition, max transfer of "1.25 times the next city cost" per day to alliance members
  
  or
  
  Remove alliance bank functionality altogether - why do we have that? Players can trade 1 food for X money / resources any time to share money / resources with others.
  
  and / or
  
  Put a money / resource sink in the alliance page for alliance wide bonus
