There are three resources per continent. Oil, bauxite, and uranium are the ones on your continent, so if you want to produce munitions or steel, you'll have to buy the resources to produce them on the market, or just buy the product directly.
EDIT: Alternatively, you could use your one location switch to move to Europe, which has: coal, iron, lead.
