Yeah, unless the virus can control the stem of the brain before the person dies, it's very unlikely and very costly that a zombie army will be raised.

What about a fungus? Chordyceps (probably spelled wrong) is an actual fungus that effects some small insects in the same way a 'Zombie Virus' would.
