in my opinion,If someone can very easily skip some cities and become C15, this makes people feel bored, this will increase the number of inactives in that city tier, I don't think the developer wants that to happen.

Their leaders need to learn about alliance warfare, how can they individually say net positive is net positive, while other members are under threat, they think of themselves and their own benefits.
